Rachel Phillips is a graduate of University of Illinois with a Masters of Urban Planning. Ms. Phillips has prior experience with water use planning, development proposals, infill and redevelopment planning, and planning analysis and recommendation, along with vast knowledge community engagement processes.

Ms. Phillips is a Planner at EHI Consultants that has previously worked for the Army Corps of Engineers, Auckland City Council in New Zealand, Lexington-Fayette Urban County Government and the Georgetown-Scott County Planning Commission. During Ms. Phillips time at EHI she has taken the lead on the development of many comprehensive and small area plans.
